Restoring Compassion to the Criminal Justice System

Between 1982 and 2007, Utah experienced a 258% increase in the number of incarcerated citizens and a 17% decrease in the use of probation/parole; which is demonstrative of the over reliance on retribution and punishment as a means of public safety. Compassion has been sacrificed, to the detriment of the community.
